Amy Brandt

Biography

Amy is a Partner in Liebert Cassidy Whitmore’s San Francisco Office where she provides advice and counsel to clients in all matters pertaining to education, labor, and employment law.  She works closely with community college and school district boards and administrators on various issues including HR matters like investigations, employee discipline, leaves, contracts, evaluations, layoffs, and workforce reductions.  In addition, she represents schools and public agencies in matters including arbitrations, defending claims of discrimination, harassment, retaliation, advising on Public Records Act compliance.

Ms. Brandt regularly represents clients before the California Civil Rights Department, the Equal Employment Opportunity Commission, California Office of Administrative Hearings, California Public Employee Relations Board, the Office for Civil Rights, and the California Unemployment Insurance Appeals Board.  She also has a breadth of experience supporting Districts on student matters including discipline, appeals, and civil rights issues.

She has extensive experience providing counsel on matters related to governance, labor negotiations, contracts, Board self-evaluation, Chancellor/Superintendent evaluations, Brown Act compliance, policies and procedures, ethics and conflicts of interest.

 

Mark R. Bresee

Biography

Marks works in the San Diego Office of AALRR and represents California community college districts, school districts, and county offices of education.  His areas of practice include all aspects of labor and employment law, student issues including attendance and discipline, constitutional issues related to staff and students, the Brown Act, charter schools, statutory writ proceedings, and Public Records Act compliance.  He has broad litigation experience in state and federal courts and with the Office of Administrative Hearings and the Public Employment Relations Board.  Mr. Bresee is also skilled in arbitrating collective bargaining agreement disputes and has served as the chief labor negotiator for numerous districts in collective bargaining with certificated and classified employee organizations.

Kayleigh Chevrier-Corriveau

Biography

Kayleigh works in the Pleasanton Office of AALRR and represents school districts, community college districts, and county offices of education in labor and employment law and in general education matters.  She provides representation, advice, and counsel on a wide variety of matters, including school board governance, employment discrimination and harassment, Title IX investigations, Public Records Act compliance, certificated and classified discipline and dismissal, student discipline, artificial intelligence and education technology, Workplace Violence Restraining Orders, and motions to quash defective subpoenas.  She also represents education clients in administrative hearings and civil litigation in state court.

Prior to joining AALRR, Ms. Chevrier worked for various family law firms in San Jose where she successfully represented clients in settlement conferences and hearings at the Santa Clara County Superior Court.

Barbara J. Ginsberg

Biography

Barbara works in the Irvine Office of AALRR and represents community college districts, school districts, and public agencies in all aspects of labor and employment matters and education law.  She serves as chief negotiator for agencies in collective bargaining with certificated, classified, and police/safety units, and is experienced in both traditional and interest-based bargaining methods.  In addition, Barbara has more than 24 years of experience investigating charges of harassment and discrimination as well as uniform complaints.  She is a member of the firm’s Title IX and Clery Act groups.  Other areas of her practice include:  classified and certificated employee evaluation and discipline (merit and non-merit); statutory and negotiated leave issues; police and safety matters, including POBOR issues; certificated and classified reductions in force; disability accommodation issues; student and employee privacy, search and seizure, and other constitutional issues; drafting board/agency policies; hiring practices; PERB, EEOC, DFEH, OCR, OAH, and personnel commission matters; and federal and state civil litigation.

Prior to joining AALRR in 2008, Ms. Ginsberg spent seven years as a legal advocate for public and private employee unions, including the Association of Orange County Deputy Sheriffs, Riverside Sheriffs Association, Orange County Firefighters Association, Santa Ana Firefighters, and the San Bernardino Public Employees Association; and eight years as an advocate for school and community college districts.  She also served as Deputy City Attorney for the City of Victorville, and as a teacher in elementary, middle school, and high school settings.

Biography

Anna works in the Sacramento Office of AALRR and represents California community college districts and public school districts in all areas of general education law; labor relations; employment matters such as discrimination, dismissal and harassment; student issues such as fraudulent receipt of federally issued financial aid, grade disputes, student discipline and harassment charges; and First Amendment rights.  She is active in the firm’s Title IX group, conducting Title IX investigations and giving presentations on Title IX issues.

Ms. Miller conducts complex workplace investigations for both public and private sector entities, including universities and colleges, school districts, public safety entities, counties and cities; and provides legal counsel on matters involving safety, campus police and human resources.  In addition, she has a wealth of experience representing clients in court, arbitration proceedings and administrative hearings.

Pilar Morin

Biography

Pilar is a Partner in Liebert Cassidy Whitmore’s Los Angeles Office.  She represents educational institutions in the full range of issues they confront, including personnel and student matters, discipline, disability issues and the interactive process, privacy, speech, confidential records, grievances, complaints, mandated reporting, civil rights, governance, and conflicts of interest.

Ms. Morin regularly advises clients about sexual misconduct policies and procedures, and compliance with the Education Code, Campus SaVE Act, Clery, and FERPA.  She has trained governing boards, Title IX Coordinators, faculty and students at various colleges and schools concerning the prevention of and response to sexual harassment and assaults in compliance with federal and state laws.

She represent schools and colleges in federal and state court and serves as an advocate in administrative hearings related to discipline, layoff/reduction-in-force hearings, and other administrative proceedings.  She is an experienced trial attorney who has obtained defense verdicts and won summary judgments in favor of educational institutions involving disability discrimination, harassment, race discrimination, retaliation, and other employment claims.

Eileen O’Hare-Anderson

Biography

Eileen is a Partner in Liebert Cassidy Whitmore’s Fresno Office where she has over 33 years of experience in labor, employment, and education law.  She has an extensive background in the successful resolution of many employment, education-related, and business and facilities issues.

Her primary area of expertise is representing and advising community college districts in a general counsel role, in all phases of education-related matters, including general business issues.

Ms. O’Hare-Anderson is experienced in representing community college districts in arbitrations and administrative proceedings regarding discipline of permanent employees and the release of probationary faculty members.  She has also conducted numerous investigations into various allegations including discrimination and harassment investigations.  She also has experience working with staff on issues in the facilities and general business area including negotiating leases and agreements, contact review, easement issues, and bidding questions.

Prior to joining LCW, she served as General Counsel for the State Center Community College District, in Fresno.  In that capacity she advised and represented the District, the Board of Trustees, and the Personnel Commission in a variety of legal matters, including discipline hearings, administrative complaints, litigation, and policy review.  She has represented the District before the Department of Fair Employment and Housing and the Equal Employment Opportunity Commission.  Additionally, she regularly provides advice and counsel in employment relations matters, including negotiations.  She has also handled public finance matters, bid protests, and disqualification of apparent low bidders.

David E. Robinett

Biography

David works in the Riverside Office of AALRR and represents community college districts, school districts, and county offices of education in personnel and employment law, special education law, facilities, and collective bargaining matters.  He has successfully represented clients in civil litigation at both the superior court and appellate levels.  Mr. Robinett also has experience representing clients at administrative hearings in the areas of special education, employee discipline, and layoffs.

DeAnna L. Solina

Biography

DeAnna works in the Sacramento Office of AALRR and provides labor and employment services to AALRR’s Northern California education law clients, particularly in the areas of disability and reasonable accommodations, leave requirements, wage and hour requirements, contracts, layoffs, employee evaluation and discipline, dismissal and termination proceedings, discrimination complaints, and investigations of employee misconduct.

Prior to joining AALRR, Ms. Solina served as Vice President of Human Resources at San Joaquin Delta College for more than three years.  Prior to that, she served the City of Stockton for more than 12 years — first as the Deputy City Attorney, then as Director of Human Resources.

Dustin Stroeve

Biography

Dustin works in the Sacramento Office of AALRR and represents community college districts, school districts, and county offices of education in labor and employment law and in general education matters.  He provides representation, advice, and counsel on a wide variety of matters, including school board governance, employment discrimination and harassment, Public Records Act compliance, eSports program implementation, student records privacy laws, unfair labor practices, Title IX investigations, decision making, and appeals processes.

Mr. Stroeve has experience drafting and negotiating contracts, including contracts for information technology and student services.  He advises clients on issues surrounding educational technology, including copyright laws, artificial intelligence, and campus surveillance.
