AB90 – Overnight Safe Parking Lot Program

AB 90 by Assemblymember Jackson requires the governing board of each community college district to create a plan to establish an overnight safe parking lot program, designating at least one parking lot per campus for students to use as overnight housing. The Governing Board must vote on the plan annually until it is approved.

Concerns with AB 90

  • Unfortunately, AB 90 ignores comprehensive policy suggestions from the Real College California Basic Needs Report conducted by the League’s Affordability, Food & Housing Access Taskforce  a short-term remedy without addressing the root issue.
  • According to the California Community Colleges Chancellor’s Office, implementing this measure would result in ongoing costs of $600,000 per campus, or nearly $70 million systemwide.
  • We believe resources would be better utilized toward the advancement and expansion of long-term solutions, such as stable student housing and expanded financial aid services.
  • For short-term housing solutions, we believe resources would be better utilized to fund current short-term housing solutions offered by colleges including hotel or Airbnb vouchers, direct aid via emergency housing grants, rapid rehousing, rental subsidies, partnerships with local non-profit organizations, and referrals to transitional housing.
