Tools for Supporting and Informing Communities About Proposition 13

On March 3, 2020, Californians will have an opportunity to vote on Proposition 13, the Schools and Colleges Facilities Bond. Proposition 13 is the largest education facilities bond in state history, promoting adequate and equitable school, college, and university facilities that will provide healthy, safe, and educationally appropriate educational infrastructure for our students.

College districts can pass a resolution endorsing an initiative or bond proposal. It is within their capacity to educate the public on matters related to their duties. The landmark 1976 State Supreme Court case Stanson v. Mott and subsequent court cases “have said that a government agency may endorse a measure that is related to its expertise so long as it does not expend funds to promote its passage.”

We are pleased to provide a series of tools and materials to inform and support your local engagement or support of this important ballot initiative.
