ACL Meets, Discusses Budget and Legislation
In conjunction with the League’s 2010 Annual Legislative Conference, the 2009-10 Advisory Committee on Legislation (ACL), met on January 23rd.
The State Budget was the significant topic as Theresa Tena, Director of Fiscal Policy for the League, provided information on the 2009-2010 Current Year Budget as well as the 2010-2011 proposed Budget. Theresa noted that the Administration projected a $6.6 billion current year revenue shortfall, growing to $19.9 billion over the next 18 months.
ACL members were provided with a legislative update on bills ranging from community college funding to workforce development and career technical education. Another item discussed was the idea of having community colleges grant bachelor degrees. On the federal front, staff offered information on the Student Aid and Fiscal Responsibility Act (HR 3221). This legislation would provide the tools for colleges to produce 5 million new college graduates and/or certificate holders by the year 2020.
The committee was joined by Mike Magee, Administrator/
Director State Government Relations of the System Office, who reported on the BOGCCC 2010 Legislative Program. Some of the legislation topics that were addressed were:
- On-line Community College Assessment, which would create a centralized data warehouse of CCC Assessment instruments and test scores;
- Streamlining Reports, which would consolidate and remove obsolete requirements from statute; and
- Federal Veteran’s Earmark, which would provide additional funding to support community colleges with the return of veteran students.
The next meeting of the ACL is Friday, March 26, 2010
at the Senator Hotel in Sacramento.
